Steering workflows are phased engagement playbooks that combine multiple APEX skills into a structured flow — for example, a Day-0 EKS architecture design or a new-skill authoring loop.

Where skills give the agent knowledge, steering gives the agent structure: an ordered sequence of phases, each with a checkpoint and a clear handoff.
